There are no aliens at least well distributed as information and if that occurs there is no UN based organization.

 Nobody calls for WWIII when he knows he is watched.

Unless all he wants is to reign and provide some bug head with 8 fingers as a god , as long as those who survive have food , water and some basic comforts until he further prevails after a generation or two when the history we all know is gone and no memory stands true but relics of those who have fallen as angels of a past foresaken.
