For the record pure Atheism does not persecute religion but contains it in what most see these days a secular "neutral" political environment...Soviet Atheism that is.
Communist Atheism in its extreme versions yet as a state makes sure it discourages religious beliefs of all sorts native or others but not directly attack them unless to be confronted.

That may complicate an elite as was evolved during the 20th Century.
