I think the concept of the US abandoning the old world is a pretense by so many to commit the crime but not carry the sin , cutting relations with the USA , securing their positions in Europe , and even tearing NATO or rendering it to what the so called CSTO whatever russia has for an heir.

 Which is more an A4 paper well signed but nobody takes seriously when time comes hardly promoting Russian Interests in the post soviet world.
